032f0e9e15 selftests/tc-testing: Add selftests for qdisc DualPI2
Update configuration of tc-tests and preload DualPI2 module for self-tests,
and add following self-test cases for DualPI2:

  Test a4c7: Create DualPI2 with default setting
  Test 1ea4: Create DualPI2 with memlimit
  Test 2130: Create DualPI2 with typical_rtt and max_rtt
  Test 90c1: Create DualPI2 with max_rtt
  Test 7b3c: Create DualPI2 with any_ect option
  Test 49a3: Create DualPI2 with overflow option
  Test d0a1: Create DualPI2 with drop_enqueue option
  Test f051: Create DualPI2 with no_split_gso option
  Test 456b: Create DualPI2 with packet step_thresh
  Test 610c: Create DualPI2 with packet min_qlen_step
  Test b4fa: Create DualPI2 with packet coupling_factor
  Test 37f1: Create DualPI2 with packet classic_protection

5ac40e6b5b selftests: tc-testing: Pre-load IFE action and its submodules
Recently we had some issues in parallel TDC where some of IFE tests are
failing due to some of IFE's submodules (like act_meta_skbtcindex and
act_meta_skbprio) taking too long to load [1]. To avoid that issue,
pre-load IFE and all its submodules before running any of the tests in
tdc.sh

d17d0e3337 selftests: tc-testing: enable all tdc tests
For the longest time tdc ran only actions and qdiscs tests.
It's time to enable all the remaining tests so every user visible
piece of TC is tested by the downstream CIs.

ba24ea1291 net/sched: Retire ipt action
The tc ipt action was intended to run all netfilter/iptables target.
Unfortunately it has not benefitted over the years from proper updates when
netfilter changes, and for that reason it has remained rudimentary.
Pinging a bunch of people that i was aware were using this indicates that
removing it wont affect them.
Retire it to reduce maintenance efforts. Buh-bye.

a79d8ba734 selftests: tc-testing: remove buildebpf plugin
As tdc only tests loading/deleting and anything more complicated is
better left to the ebpf test suite, provide a pre-compiled version of
'action.c' and don't bother compiling it in kselftests or on the fly
at all.

Leverage parallel tests in kselftests using all the available cpus.
We tested this in tuxsuite and locally extensively and it seems it's ready for prime time.

bb9623c337 selftests: tc-testing: preload all modules in kselftests
While running tdc tests in parallel it can race over the module loading
done by tc and fail the run with random errors.
So avoid this by preloading all modules before running tdc in kselftests.

All TEQL tests assume that sch_teql module is loaded. Load module in tdc.sh
before running qdisc tests.

2b9843fbe1 tc-testing: Add tdc to kselftests
Add tdc to existing kselftest infrastructure so that it can be run with
existing kselftests. TDC now generates objects in objdir/kselftest
without cluttering main objdir, leaves source directory clean, and
installs correctly in kselftest_install, properly adding itself to
run_kselftest.sh script.

Add tc-testing as a target of selftests/Makefile. Create tdc.sh to run
tdc.py targets with correct arguments. To support single target from
selftest/Makefile, combine tc-testing/bpf/Makefile and
tc-testing/Makefile. Move action.c up a directory to tc-testing/.

Tested with:
 make O=/tmp/{objdir} TARGETS="tc-testing" kselftest
 cd /tmp/{objdir}
 cd kselftest
 cd tc-testing
 ./tdc.sh

 make -C tools/testing/selftests/ TARGETS=tc-testing run_tests

 make TARGETS="tc-testing" kselftest
 cd tools/testing/selftests
 ./kselftest_install.sh /tmp/exampledir
 My VM doesn't run all the kselftests so I commented out all except my
 target and net/pmtu.sh then:
 cd /tmp/exampledir && ./run_kselftest.sh
