4159a55f29 sfc: falcon: refactor and document ef4_ethtool_get_rxfh_fields
The code had some rather odd control flow inherited from when it was
 shared with siena and ef10 before this driver was split out.
Simplify that for easier reading.
Also add a comment explaining why we return the values we do, since
 some Falcon documents and datasheets confusingly mention the part
 supporting 4-tuple UDP hashing.
(I couldn't find any record of exactly what was "broken" about the
 original Falcon A hash, I'm just trusting that falcon_init_rx_cfg()
 had a good reason for not using it.)

80ec96cb24 eth: sfc: falcon: migrate to new RXFH callbacks
Migrate to new callbacks added by commit 9bb00786fc ("net: ethtool:
add dedicated callbacks for getting and setting rxfh fields").
This driver's RXFH config is read only / fixed so the conversion
is purely factoring out the handling into a helper.

fb6e30a725 net: ethtool: pass a pointer to parameters to get/set_rxfh ethtool ops
The get/set_rxfh ethtool ops currently takes the rxfh (RSS) parameters
as direct function arguments. This will force us to change the API (and
all drivers' functions) every time some new parameters are added.

This is part 1/2 of the fix, as suggested in [1]:

- First simplify the code by always providing a pointer to all params
   (indir, key and func); the fact that some of them may be NULL seems
   like a weird historic thing or a premature optimization.
   It will simplify the drivers if all pointers are always present.

 - Then make the functions take a dev pointer, and a pointer to a
   single struct wrapping all arguments. The set_* should also take
   an extack.

f3ccfda193 ethtool: extend coalesce setting uAPI with CQE mode
In order to support more coalesce parameters through netlink,
add two new parameter kernel_coal and extack for .set_coalesce
and .get_coalesce, then some extra info can return to user with
the netlink API.

eff87b4f1e net: sfc: reject unsupported coalescing params
Set ethtool_ops->supported_coalesce_params to let
the core reject unsupported coalescing parameters.

This driver did not previously reject unsupported parameters.
The check for use_adaptive_tx_coalesce will now be done by
the core.

00f54e6892 net: core: dev: Add extack argument to dev_open()
In order to pass extack together with NETDEV_PRE_UP notifications, it's
necessary to route the extack to __dev_open() from diverse (possibly
indirect) callers. One prominent API through which the notification is
invoked is dev_open().

Therefore extend dev_open() with and extra extack argument and update
all users. Most of the calls end up just encoding NULL, but bond and
team drivers have the extack readily available.

5a6681e22c sfc: separate out SFC4000 ("Falcon") support into new sfc-falcon driver
Rationale: The differences between Falcon and Siena are in many ways larger
 than those between Siena and EF10 (despite Siena being nominally "Falcon-
 architecture"); for instance, Falcon has no MCPU, so there is no MCDI.
 Removing Falcon support from the sfc driver should simplify the latter,
 and avoid the possibility of Falcon support being broken by changes to sfc
 (which are rarely if ever tested on Falcon, it being end-of-lifed hardware).

The sfc-falcon driver created in this changeset is essentially a copy of the
 sfc driver, but with Siena- and EF10-specific code, including MCDI, removed
 and with the "efx_" identifier prefix changed to "ef4_" (for "EFX 4000-
 series") to avoid collisions when both drivers are built-in.

This changeset removes Falcon from the sfc driver's PCI ID table; then in
 sfc I've removed obvious Falcon-related code: I removed the Falcon NIC
 functions, Falcon PHY code, and EFX_REV_FALCON_*, then fixed up everything
 that referenced them.

Also, increment minor version of both drivers (to 4.1).

For now, CONFIG_SFC selects CONFIG_SFC_FALCON, so that updating old configs
 doesn't cause Falcon support to disappear; but that should be undone at
 some point in the future.
