67af4ec948 octeontx2-pf: QOS: Refactor TC_HTB_LEAF_DEL_LAST callback
This patch addresses below issues,

1. Active traffic on the leaf node must be stopped before its send queue
   is reassigned to the parent. This patch resolves the issue by marking
   the node as 'Inner'.

2. During a system reboot, the interface receives TC_HTB_LEAF_DEL
   and TC_HTB_LEAF_DEL_LAST callbacks to delete its HTB queues.
   In the case of TC_HTB_LEAF_DEL_LAST, although the same send queue
   is reassigned to the parent, the current logic still attempts to update
   the real number of queues, leadning to below warnings

        New queues can't be registered after device unregistration.

b7db94734e octeontx2-pf: qos: fix VF root node parent queue index
The current code configures the Physical Function (PF) root node at TL1
and the Virtual Function (VF) root node at TL2.

This ensure at any given point of time PF traffic gets more priority.

Due to a bug in the current code, the TL2 parent queue index on the
VF interface is not being configured, leading to 'SMQ Flush' errors

1684842147 Octeontx2-pf: Free send queue buffers incase of leaf to inner
There are two type of classes. "Leaf classes" that are  the
bottom of the class hierarchy. "Inner classes" that are neither
the root class nor leaf classes. QoS rules can only specify leaf
classes as targets for traffic.

                             /\

                           4    5
               classes 1,4 and 5 are leaf classes.
               class 2 is a inner class.

When a leaf class made as inner, or vice versa, resources associated
with send queue (send queue buffers and transmit schedulers) are not
getting freed.

04fb71cc5f octeontx2-pf: Reuse Transmit queue/Send queue index of HTB class
Real number of Transmit queues are incremented when user enables HTB
class and vice versa. Depending on SKB priority driver returns transmit
queue (Txq). Transmit queues and Send queues are one-to-one mapped.

In few scenarios, Driver is returning transmit queue value which is
greater than real number of transmit queue and Stack detects this as
error and overwrites transmit queue value.

For example
user has added two classes and real number of queues are incremented
accordingly
- tc class add dev eth1 parent 1: classid 1:1 htb
      rate 100Mbit ceil 100Mbit prio 1 quantum 1024
- tc class add dev eth1 parent 1: classid 1:2 htb
      rate 100Mbit ceil 200Mbit prio 7 quantum 1024

now if user deletes the class with id 1:1, driver decrements the real
number of queues
- tc class del dev eth1 classid 1:1

But for the class with id 1:2, driver is returning transmit queue
value which is higher than real number of transmit queue leading
to below error

eth1 selects TX queue x, but real number of TX queues is x

This patch solves the problem by assigning deleted class transmit
queue/send queue to active class.

bccb798e07 octeontx2-pf: Fix transmit scheduler resource leak
Inorder to support shaping and scheduling, Upon class creation
Netdev driver allocates trasmit schedulers.

The previous patch which added support for Round robin scheduling has
a bug due to which driver is not freeing transmit schedulers post
class deletion.

This patch fixes the same.

47a9656f16 octeontx2-pf: htb offload support for Round Robin scheduling
When multiple traffic flows reach Transmit level with the same
priority, with Round robin scheduling traffic flow with the highest
quantum value is picked. With this support, the user can add multiple
classes with the same priority and different quantum. This patch
does necessary changes to support the same.

f78dca6912 octeontx2-pf: implement transmit schedular allocation algorithm
unlike strict priority, where number of classes are limited to max
8, there is no restriction on the number of dwrr child nodes unless
the count increases the max number of child nodes supported.

Hardware expects strict priority transmit schedular indexes mapped
to their priority. This patch adds defines transmit schedular allocation
algorithm such that the above requirement is honored.

5e6808b4c6 octeontx2-pf: Add support for HTB offload
This patch registers callbacks to support HTB offload.

Below are features supported,

- supports traffic shaping on the given class by honoring rate and ceil
configuration.

- supports traffic scheduling,  which prioritizes different types of
traffic based on strict priority values.

- supports the creation of leaf to inner classes such that parent node
rate limits apply to all child nodes.
