All callers of tls_is_sk_tx_device_offloaded() currently do
an equivalent of:
if (skb->sk && tls_is_skb_tx_device_offloaded(skb->sk))
Have the helper accept skb and do the skb->sk check locally.
Two drivers have local static inlines with similar wrappers
already.
While at it change the ifdef condition to TLS_DEVICE.
Only TLS_DEVICE selects SOCK_VALIDATE_XMIT, so the two are
equivalent. This makes removing the duplicated IS_ENABLED()
check in funeth more obviously correct.

The Max imm data size in cxgb4 is not similar to the max imm data size
in the chtls. This caused an mismatch in output of is_ofld_imm() of
cxgb4 and chtls. So fixed this by keeping the max wreq size of imm data
same in both chtls and cxgb4 as MAX_IMM_OFLD_TX_DATA_WR_LEN.
As cxgb4's max imm. data value for ofld packets is changed to
MAX_IMM_OFLD_TX_DATA_WR_LEN. Using the same in cxgbit also.

Chelsio NICs have 3 filter regions, in following order of priority:
1. High Priority (HPFILTER) region (Highest Priority).
2. HASH region.
3. Normal FILTER region (Lowest Priority).
Currently, there's a 1-to-1 mapping between the prio value passed
by TC and the filter region index. However, it's possible to have
multiple TC rules with the same prio value. In this case, if a region
is exhausted, no attempt is made to try inserting the rule in the
next available region.
So, rework and remove the 1-to-1 mapping. Instead, dynamically select
the region to insert the filter rule, as long as the new rule's prio
value doesn't conflict with existing rules across all the 3 regions.

Building with link-time-optimizations revealed that the cxgb4 driver does
a fixed-size memcpy() from a variable-length constant string into the
network interface name:
In function 'memcpy',
inlined from 'cfg_queues_uld.constprop' at drivers/net/ethernet/chelsio/cxgb4/cxgb4_uld.c:335:2,
inlined from 'cxgb4_register_uld.constprop' at drivers/net/ethernet/chelsio/cxgb4/cxgb4_uld.c:719:9:
include/linux/string.h:350:3: error: call to '__read_overflow2' declared with attribute error: detected read beyond size of object passed as 2nd parameter
__read_overflow2();

I can see two equally workable solutions: either we use a strncpy() instead
of the memcpy() to stop at the end of the input, or we make the source buffer
fixed length as well. This implements the latter.

Enable filters for non-offload configuration and add common api support
for setting and deleting filters in LE-TCAM region of the hardware.
IPv4 filters occupy one slot. IPv6 filters occupy 4 slots and must
be on a 4-slot boundary. IPv4 filters can not occupy a slot belonging
to IPv6 and the vice-versa is also true.
Filters are set and deleted asynchronously. Use completion to wait
for reply from firmware in order to allow for synchronization if needed.

Allocate resources dynamically to cxgb4's Upper layer driver's(ULD) like
cxgbit, iw_cxgb4 and cxgb4i. Allocate resources when they register with
cxgb4 driver and free them while unregistering. All the queues and the
interrupts for them will be allocated during ULD probe only and freed
during remove.
