f6e0a6b09e drm/nouveau: change base917c_format from global to static

  was not declared. Should it be static?

base917c_format is only used in base917.c.  Single
file variables should not be global so change
base917c_format's storage-class specifier to static.

38a7224323 drm/nouveau/kms/nv50-: add fp16 scanout support 
Older hardware seems to want 0..1024 values, while new hardware takes
0..1 values. We set the gain to 1024 for the earlier display classes.
