gpio: tangier: use EXPORT_NS_GPL_SIMPLE_DEV_PM_OPS() helper

Use EXPORT_NS_GPL_SIMPLE_DEV_PM_OPS() helper to export pm_ops to
GPIO_TANGIER namespace, so that they can be reused.
